In the southwestern campaign, however, the White Helmets said the deals agreed "did not include any guarantees of safe passage for displaced humanitarian workers to other areas of Syria", making the global evacuation necessary.

The White Helmets said its people and buildings have been specifically targeted by the Syrian government and its allies throughout the more than seven-year-old war.

It was unclear how many White Helmet volunteers remained in both the Daraa and Quneitra provinces after the evacuations.

"The White Helmets have witnessed vicious atrocities committed by the Assad regime and its backers", she said in a statement, adding "Canada has been a key partner of the White Helmets and is proud to have provided funding to support their emergency training and to increase the number of women White Helmets".

"It was the only alternative for our trapped volunteers who would otherwise have faced detention or death at the hands of the Syrian regime and its ally Russian Federation", it said.
