The mayor of Annapolis, Maryland, says President Donald Trump has turned down a request to lower USA flags in the city to half-staff to honor the five people killed at The Capital Gazette newspaper last week.

"This person was prepared to shoot people". Mourners carried signs that read "We are heartbroken" and "Annapolis Strong". The brother of best-selling author and journalist Carl Hiaasen, he was a feature writer at The Baltimore Sun for 15 years before moving to the Gazette in 2010 as an assistant editor.

The suspect in a shooting rampage carried out at a newspaper in the U.S. state of Maryland was charged with five counts of first-degree murder on Friday. Ramos sued after it reported accurately on his guilty plea to charges of harassing a woman he went to high school with.

The reporter, Jayne Miller, said on Twitter Thursday that the woman claimed to have told a former law enforcement official that Ramos "will be your next mass shooter".

Lori's harassment case was reported by the Capital Gazette, which fueled Ramos' misplaced anger toward the paper - which ultimately led to the shooting.

The newspaper is part of Capital Gazette Communications, which also publishes the Maryland Gazette and CapitalGazette.com.

The suspect, identified as Jarrod Ramos, had damaged his fingers in possible efforts to disguise his identification before his "targeted attack" with a shotgun, according to the police. She said she called police and the emails stopped for months, but then started up again "nastier than ever", the article said.

Phil Davis, the Capital Gazette's crime and court reporter, began tweeting about the incident after he was safely away from the building. They did not suffer gunshot wounds, and one was released from the hospital, spokeswoman Loren Farquhar said.

Trif Alatzas, the publisher of the Baltimore Sun Media Group, said in a memo that "no words can adequately express our sadness" about the loss of life. Staff have said they will not forget being called enemies of the people.

Ramos, a resident of Laurel, Maryland, filed a lawsuit against Capital Gazette Communications and a columnist, Eric Hartley, in 2012 over an article about a criminal harassment case against him.
