Hungary: Pro-refugee NGOs first targets of new parliament
To that end, this election, compared with Orban's victories in 2010 and 2014, was widely seen as a battle over the country's democratic future.
Fidesz spokesman Janos Halasz said on television that bills from a new "Stop Soros" package of legislation would be among the first to go before the new parliament.
Images of the Hungarian-born Soros, 87, were plastered on billboards and Orban depicted opposition figures running in the election as "Soros candidates". Advocacy groups could be banned from going closer than 8 kilometres (5 miles) from Hungary's borders, where asylum-seekers file claims, and foreigners without authorization to help refugees could be banned from Hungary.
German Chancellor Angela Merkel congratulated Mr Orban and said she would work with his new government despite differences on migration.
Hungarian Prime Minister Viktor Orban decisively won re-election Sunday, and his party appeared to have won a super-majority in the Hungarian parliament.

"Migration is like rust that slowly but surely would consume Hungary", Orban said at his final rally last week. Preliminary results are expected to be delayed by the late voting at some stations.
"We are grateful for the observations", he said.
Stier says Orban "used the fears of the population" to his advantage during his campaign.
Orban has also strongly warned against Islamic immigration in Europe, suggesting the phenomenon is a threat to European Christian culture.
The victory could embolden Orban to put more muscle into a Central European alliance against EU migration policies, working with other right-wing nationalists in Poland and Austria, and further expose cracks in the 28-nation bloc.

European hard-right figures lined up to congratulate Orban: French National Front leader Marine Le Pen, Dutch Freedom Party head Geert Wilders, Alternative for Germany's deputy leader Beatrix von Storch and former UK Independence Party head Nigel Farage.
The Organization for Security and Cooperation in Europe, which monitored the election, said the campaign was "characterized by a pervasive overlap between state and ruling party resources, undermining contestants' ability to compete on an equal basis" in the media.
The Jobbik Party's foreign affairs chair, Marton Gyongyosi, blamed Orban for overreliance on the migrant issue during the "hysterical" election campaign.
The Hungarian Civil Liberties Union also expects to become a target of government 'legislative and communications attacks'.
